Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
  • The submission has not been previously published, nor is it before another journal for consideration (or an explanation has been provided in Comments to the Editor).
  • The submission file is in OpenOffice, Microsoft Word, or RTF document file format.
  • Where available, URLs for the references have been provided.
  • The text is single-spaced; uses a 12-point font; employs italics, rather than underlining (except with URL addresses); and all illustrations, figures, and tables are placed within the text at the appropriate points, rather than at the end.
  • The text adheres to the stylistic and bibliographic requirements outlined in the Author Guidelines.

Author Guidelines

1. Scope and Focus

The journal publishes original research articles and conceptual papers in the fields of:

  • Governance and Public Administration

  • Public Service Innovation

  • Public Policy Analysis

  • E-Government and Transparency

  • Public Financial Accountability

Manuscripts must demonstrate theoretical relevance, empirical rigor, and meaningful contributions to public sector studies, particularly in developing and emerging countries.


2. Manuscript Types

  • Research Articles

  • Conceptual or Theoretical Papers

  • Policy Analysis and Case Studies

Submitted manuscripts must not be under review or previously published elsewhere.


3. Manuscript Structure

Manuscripts should be written in clear academic English and organized as follows:

  1. Title

  2. Author(s) Name and Affiliation

  3. Abstract (150–250 words)

  4. Keywords (3–5 keywords)

  5. Introduction

  6. Literature Review and Theoretical Framework

  7. Research Methodology

  8. Results and Discussion

  9. Conclusion and Policy Implications

  10. References


4. Formatting Guidelines

  • Paper size: A4

  • Font: Times New Roman, 12 pt

  • Line spacing: 1.5

  • Margins: 2.5 cm on all sides

  • Paragraph alignment: Justified

  • Tables and figures must be numbered, titled, and referenced in the text


5. Citation and Bibliographic Standards

This journal adopts the APA Style (7th Edition) for in-text citations and references.

In-text Citation Examples

  • Single author:

    (Osborne, 2010)

  • Two authors:

    (Denhardt & Denhardt, 2015)

  • Three or more authors:

    (Pollitt et al., 2017)

All references cited in the text must appear in the reference list and vice versa.


6. Ethical Standards

Authors are required to comply with academic integrity and research ethics, including:

  • Originality of work and avoidance of plagiarism

  • Proper acknowledgment of sources

  • Ethical clearance for studies involving human subjects

Plagiarism screening will be conducted using similarity detection software.


7. Review Process

All submitted manuscripts undergo a double-blind peer review process. The editorial board reserves the right to accept, revise, or reject manuscripts based on reviewers’ recommendations.


8. Open Access Policy

This journal provides immediate open access to its content, enabling free availability to readers worldwide. Users are permitted to read, download, copy, distribute, print, search, or link to full-text articles without prior permission, in accordance with the Budapest Open Access Initiative.


9. Submission

Manuscripts must be submitted electronically through the journal’s online submission system. Authors should ensure that the manuscript follows the journal template and guidelines prior to submission.
