The background to this research stems from the fact that organizational development in the public and private sectors has very different characteristics, which are influenced by the structure, regulations and objectives underlying each sector. The public sector is often faced with the challenges of bureaucracy, rigid regulations, and resistance to change, while the private sector is more flexible and responsive to market and technological changes. Nonetheless, both sectors have the potential to grow and adapt with the right approach. This research uses a qualitative approach with literature studies to explore comparisons of organizational development concepts and practices in the two sectors. It is hoped that the results of this study will provide insight into designing more effective policies and organizational development strategies in both sectors, as well as identifying collaboration opportunities to improve services to the community.
