The pension scheme for members of the House of Representatives in Indonesia is regulated under Law No. 12 of 1980; however, its implementation reveals notable differences when compared with the United States system. This study aims to analyze the alignment of Indonesia’s parliamentary pension policy with the principles of good governance and to examine its implications through a comparative analysis between Indonesia and the United States. This research employs a normative juridical method using statutory, conceptual, and comparative approaches. The analysis indicates that significant disparities exist between the pension arrangements for legislators in Indonesia and those in the United States. These differences reflect variations in policy design, institutional accountability, and governance orientation. The study further finds that Indonesia’s current pension framework for members of the House of Representatives requires reform to better align with good governance principles, particularly transparency, accountability, and fairness. In contrast, the United States model demonstrates a more structured approach that emphasizes institutional accountability and clearer regulatory mechanisms. The novelty of this study lies in its comparative legal evaluation of parliamentary pension systems in Indonesia and the United States within the framework of good governance principles, an area that remains underexplored in Indonesian legal scholarship. Its contribution is to provide normative recommendations for policy improvement in parliamentary pension regulation.
