Abstract

Traffic accidents caused by livestock roaming on public roads still frequently occur in Bombana Regency despite the enactment of Bombana Regency Regulation Number 4 of 2017 concerning Livestock Control. This study aims to evaluate the effectiveness of the regulation's implementation and identify factors influencing its implementation. The study used a normative-empirical legal method with a statutory, conceptual, and empirical approach. Data were obtained through literature review, field observations, accident documentation, and interviews with the police, Public Order Agency, the Animal Husbandry Service, and the community. The results indicate that the implementation of the regulation has not been effective because livestock still roam on public roads and accidents continue to occur annually. The main obstacles include weak law enforcement, limited resources, poor inter-agency coordination, low public legal awareness, and a culture of informal dispute resolution. This study emphasizes the need for strengthened livestock supervision, consistent law enforcement, and improved institutional coordination to support traffic safety in Bombana Regency.
